Republic of Chad Bilateral Framework: Agri-Industrial Processing & Renewable Energy Transition

📅 February 2026 • 📍 N'Djamena, Republic of Chad • 🏛️ Ministry of Commerce & Industry • Ministry of Energy & Water Resources
SOVEREIGN COMMUNIQUÉ RESUME

In February 2026, GRIDGLOBAL leadership concluded high-level bilateral negotiations with the Government of the Republic of Chad in N’Djamena, executing two binding foundational Memoranda of Understanding (MOUs) dedicated to agricultural value-addition industrialization and sovereign clean energy generation.

01. Industrial Processing Concessions & Agri-Value Addition

Under the auspices of the Ministry of Commerce & Industry, the bilateral framework establishes a multi-facility agro-industrial transformation concession. Primary focus sectors comprise high-capacity edible cooking oil extraction (crushing and refining Sahelian groundnuts and sesame seeds into packaged retail and commercial oils), a state-of-the-art mango pulp and concentrate processing facility targeting regional Central African demand, an automated pasta and spaghetti manufacturing plant utilizing local and regional cereal millings, and dedicated corrugated carton and food-grade packaging hubs designed to eliminate import dependency.

02. Grid-Scale Solar Photovoltaic & Energy Transition

Executed in concert with the Ministry of Energy & Water Resources, the second strategic pillar establishes a phased grid-scale solar photovoltaic (PV) generation and industrial microgrid protocol. Operating in direct conjunction with the agro-industrial processing hubs, this dedicated renewable energy infrastructure provides uninterrupted power to manufacturing assets while exporting surplus clean baseload power to the national distribution grid, advancing the sovereign energy independence objectives of the Republic of Chad.

03. Sovereign Tripartite Framework & Capital Architecture

The concessions are structured under transparent public-private partnership (PPP) frameworks, adhering strictly to OHADA regional commercial law and international investment dispute mechanisms. Project financing instruments integrate export credit agency (ECA) participation, multilateral development finance institution (DFI) credit enhancements, and direct institutional equity commitments coordinated across India and the United Arab Emirates.
